In a recent report by SaharaReporters, the Borno State Government claimed it had successfully reintegrated 8, 490 ” repentant” Boko Haram members into society through a program known as the Borno Model. This information was shared by Prof. Usman Tar, the State Commissioner for Information and Internal Security, during an oath- taking ceremony in Maiduguri for 560 individuals deemed low- risk.
Tar emphasized that these 8, 490 individuals, including the 560, had been carefully vetted by military and security agencies, as well as traditional leaders, before their reintegration into their communities. Additionally, the state government has formed ” hybrid forces” to incorporate some former terrorists into security operations aimed at addressing terrorism in northeastern Nigeria.
However, the PREMIUM TIMES report indicates that the ex- terrorists are equipped with sophisticated rifles, motorcycles, and ammunition for collaborative counterinsurgency missions. Notably, these weapons are usually retrieved from them following each operation.
Recent investigations have shown that 13 of these individuals, who were attached to military operations in Mafa, managed to escape from their camp between September 1 and 2, 2024. Malik Samuel, a researcher knowledgeable about jihadi movements in northeastern Nigeria and the Lake Chad Basin, noted that one of the escapees, Abdullahi Ishaq, a government security adviser, has issued threats to cause further disruption in the state.
