The bill seeking to create Adada State, an additional state in the South-East geo-political zone, on Tuesday passed its first reading in the House of Senate. The bill, which has been cited as the “Constitution of the Federal Republic of Nigeria, 1999 (Alteration) Bill, 2024 (SB. 482)” was sponsored by the lawmaker representing the Enugu North Senatorial District, Senator Okey Ezea

The bill, according to the lawmaker, seeks to amend Section 3(1) and the First Schedule, Part 1 of the Constitution of the Federal Republic of Nigeria to allow for the creation of another state in the South-East region.

The move was aimed at bringing the number of states in the region to six as it is in other geo-political zones.

DAILY POST reports that the agitation for the creation of Adada State had started since 1983 when the late Senator Isaiah Ani, who represented the Nsukka senatorial zone in the Second Republic presented a bill.

The lawmaker said “virtually all lawmakers” Kalu recognised to debate the motion are “old timers”.

He said, “This is what you always do. You need to allow for first-timers.”

Responding, Kalu said, “There is no discrimination in the parliament”.

He explained that lawmakers are recognised to speak based on their seating arrangements, adding that if someone is not in the designated row, they may be overlooked.

In a recent statement, Human rights activist and public commentator, Senator Shehu Sani, has shared his thoughts on the current state of the Nigerian Senate under the leadership of Senate President Godswill Akpabio, during a recent interview with The Sun.

Senator Sani, who served in the 8th National Assembly, compared the present Senate to its predecessors.
He praised the former Senate President Bukola Saraki, stating that Saraki was the best Senate President we have ever had.

He underlined Saraki’s role in holding the executive accountable and maintaining the independence and integrity of the National Assembly.

Senator Sani compared Saraki’s tenure with the current Senate led by Akpabio.

He criticized the Senate under Ahmad Lawan, calling it a “rubber stamp Senate” for its perceived failure to check the executive branch during President Buhari’s administration.

Senator Sani expressed concerns about the consequences of the previous Senate’s actions.
Reflecting on the ongoing issues in Nigeria, Senator Sani questioned the role of the National Assembly from 2019 to 2023.
“Saraki was the best Senate

President we have ever had. For the fact that he held the executive to account and that for the first time, a National Assembly was viewed with integrity and we maintained the independence and sanctity of the National Assembly, that is, the Parliament. Godswill Akpabio’s Senate is far, far below the standard of Saraki’s Senate, but it is far ahead of Lawan’s Senate.”
“Lawan’s Senate was rubber stamp Senate because part of the problems which we have now, they plunged Nigeria into; the fact that the Senate at that time failed to perform its duty. It was approving everything of Buhari, endorsing everything of Buhari and then, they led us to where we are today. Mohammed Bello El-Rufai stated on his verified Twitter page; “I’m not qualified to be. I don’t have the temperament to be. Being a decent legislator (to others) doesn’t mean you will be a good executive. Different skills. And leadership is not something you should seek or crave. It’s a serious burden. Chairman of the Independent National Electoral Commission (INEC), Mahmoud Yakubu, revealed that the recent flood disaster affected over 4,000 Bimodal Voters Accreditation System (BVAS) machines at the commission’s office. Speaking at the opening of a two-day induction retreat for Resident Electoral Commissioners (RECs) on Monday, Yakubu noted that although 3,500 of the machines had been recovered, the state still faced a shortage for the upcoming elections.

To address the shortfall, INEC plans to seek additional support from neighboring states to ensure sufficient BVAS machines are available for the election. Yakubu emphasized that the retreat was not only an induction for new appointees but also a platform to review performance, discuss innovations, and engage with service providers and lawmakers on critical reforms.

Yakubu highlighted the importance of these retreats, citing previous sessions held for new National Commissioners, election logistics, and the review of the 2023 general elections. The current retreat aims to induct 10 new RECs and prepare them for upcoming re-run and bye-elections.

INEC is preparing for four major elections before 2027, including the Anambra, Ekiti, and Osun governorship elections. Yakubu stated that the commission is committed to implementing reforms and innovations to ensure credible elections. He also mentioned plans to intensify engagement with the National Assembly for necessary legal reforms.

Abia State government has said that henceforth, all administrative staff without professional certificates in the civil and public service will be stagnated at level 13.

Abia State Head of Service, Mrs Ngozi Queen Obioma said this in Umuahia during a meeting with the Chartered Institute of Personnel Management and the Administrative Officers, as well as Executive (General Duties), in the State Service.

She declared that the policy followed a Circular No. HCSF/SPSO/ODD/CND/100/S.I/195 from the Head of Service of the Federation dated March 21, 2024, which Abia State has adopted.

Mrs Obioma explained that administrative Officers and Executive (General Duties), on grade levels 10-13 going for promotions/conversions from the year 2025 without Professional Certificate, will no longer exceed Level 13 in the Civil/Public Service.

The State Head of Service, who was represented by the Director, Bureau of Administration and Career Management, Mr. Kingsley Ibelegbu during the event, admonished the workers without the professional certificates to avail themselves the opportunity and enhance their growth through the professionalization mechanism.

In her speech during the training for the civil servants, the National Treasurer, Chartered Institute of Personnel Management (CIPM), Mrs Ogochukwu Egbuonu, who disclosed that the institute has made inroads in human resource, said they were in Abia to sensitize civil servants on the essence of equipping themselves professionally.

Egbuonu commended the efforts of Governor Alex Otti to give Abia workers their pride of place.

She advised them to discharge their duties in line with the tenets of the Abia public service anthem in the areas of integrity, excellence, competence and honesty.

Earlier, the Director, Membership and Marketing Development, Mr. Olutayo Olawale said the Institute was the apex regulatory body for the practice of human resource management in Nigeria, and requested the workers to enroll in the Institute and serve the public better.

Some civil servants, who spoke to DAILY POST after the training program, said they would be interested in upgrading their first degrees and HNDs with professional certificates to avoid retiring “prematurely”.

They, however, appealed to the state government to subsidise the fees for them to obtain the professional certificates.

Independent National Electoral Commission (INEC) has assured that all elections the commission will be conducting, in Edo, Ondo, Anambra and others before the 2027 general election will be free and credible.

INEC Chairman, Professor Mahood Yakubu said the commission has also made 142 lists of reforms that would ensure the electoral processes in Nigeria are transparent.

Yakubu advised Nigerians to be patient with the commission. He said the commission has continued to innovate and reform to ensure the electoral process gets better.

He said this on Monday during a two-day retreat program for 10 Resident Electoral Officers

INEC Chairman said more than seven elections will be conducted by the commission before the 2027 general election.

Speaking on the 142 list recommendations, Professor Yakubu said some of the items would need a bill from the National Assembly, while some would be implemented by security agencies.

He assured that recommendations that required INEC’s implementation would be put into action ahead of the next off-cycle elections in Edo, Ondo, Anambra and others.

“But in addition, there is also the outcome of the retreats and engagements with stakehold­ers, which is right now being published.

“I can tell you that the com­mission has made 142 recom­mendations on the improvement of electoral process in Nigeria.

“The reforms are categorized, the majority are for implemen­tation by administrative action by INEC, but some are to be im­plemented by security agencies.

“We have those that require amendment to the electoral le­gal frameworks by the National Assembly. Some are to be imple­mented by political parties and other stakeholders,” the INEC Chairman said.

On the availability of the recommendation report, INEC Boss advised Nigerians to be patient. He said the report would be made public as soon as it was ready. “As soon as the report is ready, we will go public and en­gage with Nigerians on these reforms.

“Nigerians should be patient, as soon as we conclude the pro­cess very soon, we will share this report with Nigerians,” Yakubu added.

On Edo election coming up on Saturday, 21 September, INEC said it lost 4,000 Bimodal Voters Accreditation System (BVAS) machines to flood. He disclosed that 3,500 of BVAS machines have been replaced.

He, however, added that the remaining 500 would be taken from other states.

Mahmood added that Osun, Ekiti, Anambra and the FCT council election holding in 2026 would reflect innovations the commission had made since the last general election.

“Therefore, as we think, re­flect and innovate for credible elections, we are also instantly implementing the reforms and innovations that we can intro­duce by administrative action.

“Since election is a process governed by law, we also plan to intensify our engagement with the National Assembly for activ­ities that require legal reform,” he said.
