The directive, aimed at bolstering accountability and performance across the civil service, requires officers on Salary Grade Levels 15 and 16 to submit comprehensive appraisal reports for the years 2023, 2024, and 2025, in addition to their 2022 annual evaluation records. Similarly, officers on Grade Level 14 must provide performance reports covering the 2023–2025 period.
According to the official circular, the integrity of these documents is paramount. All submissions must be correctly filled, signed, and approved by the appropriate supervisors. The government has warned that any documentation found to be incomplete, unsigned, or incorrectly filled will result in automatic disqualification from the promotion process.
Addressing potential gaps in implementation, the circular noted that for ministries or agencies that did not fully adopt the performance management system in 2023, average scores from 2024 and 2025 will be utilized as a proxy to ensure affected officers are not unfairly penalized.
The government has set strict eligibility benchmarks for the 2026 cycle:
Grade Level 14 officers: Must have received their last promotion on or before the start of 2023.
Grade Levels 15 and 16 officers: Must have received their last promotion on or before the start of 2022.
Heads of departments and treasury units have been instructed to oversee the preparation and submission of these records, with a final deadline set for July 2026.
